Dr. Dennis Otuaro, the coordinator of the Presidential Amnesty Programme (PAP), has made a significant and lasting impact on the Niger Delta region. His appointment as the substantive administrator of PAP by the President of the Federal Republic of Nigeria, Asiwaju Bola Tinubu, following thorough consultations and critical engagements with stakeholders, was widely regarded as an ideal fit. This perception stemmed from the established reputation of this distinguished intellectual, a staunch advocate for improved living standards for the people of the Niger Delta.
Dr. Otuaro wasted no time upon his appointment, initiating consultations with various stakeholders, including ex-agitators, women’s groups, youth organisations, traditional institutions, and religious leaders across the region.
These consultations enabled him to identify the shortcomings of previous administrations, leading to the implementation of a leadership style that has garnered widespread acclaim for fostering peace and stability, particularly among ex-agitators.
His achievements include resolving internal disputes among ex-agitators, awarding scholarships to over 2,000 undergraduate students in various institutions, and expanding skills acquisition opportunities for the region’s youth.
Under Dr. Otuaro’s stewardship, the programme has achieved notable milestones, including restoring the educational components of the programme to their former esteemed status and elevating them to unprecedented heights. This has facilitated smoother programme delivery for Niger Deltans. Many attribute this success to his academic background, being the first PhD holder to occupy the position, while others highlight his unwavering passion for education as the driving force behind his rapid achievements.
His other accomplishments include promoting peace and conflict resolution within the region. Notably, the fragile peace in the the Niger Delta has remained stable due to his dedication and commitment. His commitment to excellence and dedication to the Niger Delta’s development have earned him the recognition and admiration of youth, women, clergy, and traditional leaders.
